Mike Fulton, director of Asher Agency’s Washington, D.C., office, has more than 30 years of business networking, government relations and communications experience.

Before joining Asher Agency, he spent more than 22 years at GolinHarris Public Affairs, utilizing Congressional and federal agency meetings, grassroots campaigns, creative events, videos, survey research and media relations to enhance his advocacy activities and achieve tremendous government relations results for his clients.

Prior to joining GolinHarris, Mike worked for two members of the U.S. House of Representatives (Appropriations Chairman Alan B. Mollohan and the late Rep. Robert H. Mollohan, both of West Virginia) as associate counsel to the House Appropriations Committee, press secretary, and special projects assistant.  During his Congressional career, he worked to solve community, institutional and economic challenges.

One of Mike’s specialties is working with institutions of higher education, and he has assisted dozens of schools across the country either individually or as part of consortiums working on common interests.  Some of the larger research institutions he has worked with include: West Virginia University, Texas A&M University, Carnegie Mellon University, University of New Hampshire, Michigan Technological University, Kent State University and Southeast Missouri State University.

A community college graduate, Mike understands the value of vocational and technical certificate and stackable credentials essential to workforce development and training. Northampton Community College in PA, the West Virginia Community and Technical College System; and CTCs from Pennsylvania, Ohio, Texas and West Virginia that make up ShaleNET are institutions he has assisted.

Healthcare is another area where Mike has excelled.  Since 1988, he has worked on a myriad of projects at West Virginia University Health Sciences Center and Ruby Memorial Hospital in Morgantown, WV.  Other health clients of his include the Montana Meth Project, American College of Sports Medicine, National Physical Activity Plan Alliance, Children’s Medical Nutrition Alliance, Seafood Nutrition Partnership, Adena Health System in Chillicothe, OH; Our Lady of the Lake Regional Medical Center in Baton Rouge, LA, Memorial Hospital in Carthage, IL, St. Mary’s Medical Center in Huntington, WV, and the National Hepatitis B Foundation.

In the technology arena, Mike has helped the Semiconductor Industry Association, Texas Engineering and Technical Consortium, and Texas Instruments secure funding for basic research, skilled workforce training and math pilot programs in middle schools.

Some of the energy and environmental clients Mike has worked with include Chevron, Dow Chemical Company, National Insulation Association, Heat and Frost Insulators Union, ShaleNET, Flexsys America L.P. (now Solutia), Micell Technologies on environmentally-friendly solvents, the Appalachian Energy Group (an alliance of seven state oil and gas associations), West Virginia University’s National Research Center for Coal and Energy, Kent State University on a fuel cell partnership with Battelle Laboratories, and the National Alternative Fuels Training Consortium (made up of numerous training centers around the country).

Mike is a graduate of both West Virginia University at Parkersburg (Associate in Arts in Humanities) and West Virginia University (Bachelor of Science in Journalism). Professionally, he is active in the Grassroots Professionals Network and Public Relations Society of America. As an alumni, he served six years on the national board of directors of the WVU Alumni Association and multiple years on the Visiting Committee of the WVU Reed College of Media. For the past five years, Mike has taught a master’s level online course in Public Affairs for WVU’s Integrated Marketing Communications (IMC) program.  He is also a frequent op-ed contributor in The Hill, Campaigns and Elections, CQ Connectivity,, PRSA Tactics and the Charleston Gazette-Mail.

Mike was named “Top Lobbyist” by The Hill newspaper four consecutive years, and his public affairs campaigns have received awards and honors from PR Week, the Thoth Awards, and West Virginia Crystal Awards. A case study he led for thee National Association of Music Merchants is featured in "Cases in Public Relations Strategy" by Burton St. John III, Diana Knott Martinelli, Robert S. Pritchard and Cylor Spaulding.
